TEN PROSECUTED FOR SELLING CRACK AT RANDOLPH HOUSES

Bridget G. Brennan, the New York City Special Narcotics Prosecutor, announced last week’s indictment of 10 individuals on felony charges related to narcotics sales at the Randolph Houses, a city-owned housing complex in Harlem. Home to 377 residents, the Randolph Houses are located on 114th Street between Adam Clayton Powell Jr. and Frederick Douglas Boulevards in Manhattan. The 450 apartment complex is bordered by the Wadleigh Arts High School. Most of those indicted were residents of the complex.

A joint investigation conducted by Special Narcotics Prosecutor Brennan’s office and New York City Police Department’s Manhattan North Narcotics Division targeted sales of rocks of crack in apartments, hallways, and sidewalks in front of buildings in the complex. Many of the buildings had become the site of a crack operation that typically began as early as five-thirty in the morning and lasted through the night.  Many children on their way to school and residents on their way to work had to walk past narcotics sales being conducted openly.

The investigation began in February, 2006, and ended on Friday, December 15, 2006, when police conducted arrest and search warrant operations. Video surveillance during the investigation exposed blatant narcotics sales and assisted investigators in the identification of crack dealers. The sellers worked in small clusters, each group collaborating with the other. Undercover officers bought crack in amounts ranging from 3 to 140 loose pieces on 38 different occasions both in and around buildings 214, 222, 255, 257, 259, 265, 273, 275, and 277, on West 114th Street.  During surveillance operations, officers also observed and recorded dozens of additional transactions, many of which occurred in close proximity to the school. Authorities estimate that hundreds of crack vials were sold daily throughout the complex.
